SPEECH BY THE MEC FOR SAFETY, LIAISON AND TRANSPORT

DURING A PRIZE GIVING CEREMONY AT SISADUKASHE STADIUM

It is with great honour for me to be given an opportunity to announce the results and award schools that have achieved this greatest honour 
for their dedication in serving our country. As a government in particular Safety and Liaison, we have appreciated the initiatives taken by 
the CPF in NU1 police station in partnership with Education and other stakeholders in making this day a success. As you might know that 
this year has been declared by the government as a year of accelerating service delivery. It is in that context that as government, we 
support and appreciate what the CPF in this unit has done.

We have taken note that out of 56 schools, 25 have taken part in this competition of cleaning up own schools. We want to encourage other 
schools in the Mdantsane area to follow suit in participating in the cleaning campaign not only for the benefit of our schools but for the 
fact that proper learning should be done in a clean and fresh environment.

In Mdantsane today we are witnessing for the first time in the history of this country what community policing is all about in terms of 
partnerships in making life easy not only for the police but the people at large. I urge all CPFs in the Eastern Cape and South Africa 
generally to follow this example of not only fighting crime but accelerate service delivery in our Provinces.

We have taken note of the CPFs plan in partnerships with the police to embark upon other campaigns amongst others sector policing and the 
recruitment of reservist in making sure that crime reduces in this area. I want to assure you our support as a department for your vision 
and plans not only in implementing government policy but setting an example of service delivery in South Africa as a whole.

Schools as you are doing today should be claimed as places of learning and safety. That can be done by this joint partnerships between 
school governing bodies, SRCs, teacher organisations, Student organisations and the SAPS to get read of vandalism, gangsters, alcohol 
abuse, drugs and have a gun free learning centres.

The government is also in support of the child protection week which is running from the 28 May to Saturday 3 June 2000 by the South 
African Police Services. We are fully behind the initiatives of the police in implementing 2000/2003 strategic objectives namely priority 3 
which is to combat and improve the quality of services rendered to women and children as victims of crime. Our constitution is clear on the 
rights of a child and all of us should strive to take steps in protecting our children as future leaders of this country.

The community should also support these kinds of initiatives by the CPF in combatting crime in schools and the society in generally. In my 
policy speech this year in the Legislature, I mentioned our strategic priorities as follows: Civilian Oversight and Monitoring of the South 
African police services; Crime prevention and Community policing.

It is our appreciation that, we see one of our stations implementing exactly that by following our strategic direction for the benefit of 
the people of the Eastern Cape.

The National crime prevention strategy is encouraging these sort of interventions in social crime prevention thats why we are inviting all 
our stakeholders, departments, NGOs, Business and other interested parties in the fight against crime.

People should realise that its not the police alone that could reduce crime but the participation of civilians in policing thats what CPFs 
is all about. As a Department we will be appointing a person that will be dealing with the implementation of the National Crime Prevention 
Strategy in showing our seriousness in reducing crime in the Eastern Cape.

One of the function of the unit will be to conduct public education programmes in schools in enabling kids at a young age to understand and 
rescued themselves in criminal activities. We are appealing for the cooperation of schools, CPFs and the community for that programme to be 
a success. Our department will be urging other departments to allocate money specifically for the implementation of crime prevention 
programmes through our clusters in promoting an integrated approach in fighting crime.

It has been clear that, this system of community policing is effective and working since established in South Africa by people like you who 
are able to show the world that crime doesnt pay. Top management of my department is going around all police areas in the Eastern Cape in 
making sure that service delivery is happening on the groung looking at management at station level, resources, morale & discipline and 
other related activities in trying to shape the quality of policing in our Province.

On the 3rd to 17th June this year myself, permanent secretary and a member of the Provincial Community Police Board will be going to 
acquaint ourselves with the democratic systems of policing practised in Netherlands, Sweden and Germany. We will come back and plough 
whatever valuable information we get in strengthening policing in the Eastern Cape. To your information, SAMBOOU Bank will in future be 
sponsoring initiatives by the police and community in improving relationships.

The focus of SAMBOOU Bank 2000 as it is called will target all police stations in the Province and I have no dought your station will be 
amongst the winners of that competition.

There will also be an award for CPFs who are entering for the first time which will be funded by the same Bank thats why we are 
encouraging all police stations to pull up their socks and be seen working.

CONCLUSION

I want to thank the CPF, schools that are present today, police in the Mdantsane area and the community for their initiatives, dedication 
in the fight against crime in the Eastern Cape. Once again I wanted to assure you of the government support in whatever campaign that you 
will be embarking upon in the fight against criminals.
